If you want restaurants close to your hotels, then the West Bank definitely is the best accommodation option. Habu Hotel, opposite Medinat habu, is not the best in the whole town but has reasonable prices: about 4 $ the room. Marsam HOtel, in Sheikh Ali's, has much better rooms, cheaper, and with a restaurant.
